01Method

  1. 1

Set the oven to 375°F (190°C).

  2. 2

Warm the oil in a 12-inch cast iron skillet over medium-high heat. Add the garlic and stir continuously until aromatic, about 1 minute. Add the ground chuck and break it into small pieces as it cooks until fully browned, about 6 minutes. Take the skillet off the heat, remove excess drippings into a small bowl, allow them to cool, then discard.

  3. 3

Return the skillet to medium heat, add the onion, and stir frequently until softened, about 3 minutes. Mix in the water, bouillon, sugar, mustard, and pepper until evenly combined. Fold in the crushed tomatoes, ketchup, and Worcestershire sauce. Raise the heat to medium-high and bring to a simmer, stirring occasionally, until the sauce thickens slightly and turns glossy, 2 to 3 minutes. Remove from heat.

  4. 4

Dollop the mashed potatoes over the beef mixture and spread them into an even layer that fully covers the filling.

  5. 5

Distribute both cheeses evenly over the potato layer.

  6. 6

Bake until the potatoes are warmed through and the cheese has melted, about 10 minutes. Switch the oven to broil without moving the skillet and broil until the cheese is lightly golden, 4 to 5 minutes. Allow to rest for 5 minutes, then top with chives before serving.
