01Method
- 1
Heat the oven to 375°F (190°C) and prepare a 12-cup muffin tin by greasing it lightly or fitting it with paper liners.
- 2
Melt the butter in a skillet over medium heat, then add two-thirds of the oats along with half the brown sugar, the cinnamon, and the allspice. Stir constantly until the mixture turns golden. Pour in the water and stir in the remaining brown sugar, cooking until the mixture thickens slightly. Take the pan off the heat and let the oat mixture cool.
- 3
In a large mixing bowl, whisk together the flour, the remaining uncooked oats, baking powder, and wheat germ. In a separate bowl, beat the egg into the evaporated milk. Create a well in the dry ingredients, then pour in the egg mixture and the cooled caramelized oat mixture. Stir only until the batter just comes together. Toss the raisins with the tablespoon of flour to coat them, then gently fold them into the batter. Divide the batter evenly among the muffin cups.
- 4
Place in the oven and bake for 25 to 30 minutes, until the tops are set and golden.
