In a saucepan, combine the butter, brown sugar, water, molasses, allspice, cinnamon, cloves, ginger, and black pepper. Heat over medium until it just begins to simmer, then take off the heat and let it cool down. Once the mixture is only warm, stir in the vanilla extract and transfer everything to a large mixing bowl. Cover the bowl and leave it at room temperature for at least 8 hours.

Fold in the raisins, dates, pecans, and candied fruit. In a separate bowl, whisk together the salt, baking soda, and flour, then work this dry mixture into the fruit mixture until fully incorporated with no dry streaks. Place the dough in the refrigerator for 3 to 4 hours until it firms up.

Heat the oven to 350°F (175°C).

Roll the dough into golf ball-sized rounds and arrange them on ungreased baking sheets, spacing them about 1½ inches apart. Press each ball down with your palm to roughly ¼-inch thickness. Bake until the edges turn golden, 8 to 10 minutes. Let the cookies rest on the sheet for 1 minute, then transfer to a wire rack to cool completely.
